Call For Grant Applications - Municipal Solid Waste Grants Are Now Open
Applications Are Due October 6th by 4 PM

The East Texas Council of Governments (ETCOG) announces the availability of the Fiscal Year 2022 funding for eligible local and regional municipal solid waste management projects in support of the goals and objectives of the ETCOG Regional Solid Waste Management Plan. Funding for this program is provided through a grant from the Texas Commission on Environmental Quality (TCEQ). The approximate expected total amount of funding is $45,000.00.
Eligible applicants include public schools and school districts (excluding universities and other post-secondary educational institutions), cities, counties, general and special law districts (created by State law with the authority and responsibility for water quality protection or municipal solid waste management, to include river authorities), and councils of government.
ETCOG FY 2022 Municipal Solid Waste Grant Eligible Project Categories:
1) Local Enforcement, 2) Litter and Illegal Dumping Cleanup and Community Collection Events, 3) Source Reduction & Recycling, 4) Local Solid Waste Management Plans, 5) Citizens’ Collection Stations and “Small” Registered Transfer Stations, 6) Household Hazardous Waste Management, 7) Technical Studies, 8) Educational and Training Projects. A Pre-Application Workshop is required for all applicants. Potential applicants must attend a virtual pre-application workshop or schedule a one-on-one with the Economic Development Specialist from the COG. The workshop will be held on Wednesday, September 15, 2021, from 2:00 - 4:00 p.m. Contact Lisa Smith at lisa.smith@etcog.org or call (903)218-6467 to register to attend the workshop. The solid waste Economic Development Specialist at the COG can assist interested parties during the application process.
The application deadline is 4:00 PM (CST), Wednesday, October 6, 2021. Please email the completed application in PDF form to lisa.smith@etcog.org or drop it off at the ETCOG address below. Mail original applications to Lisa Smith, Economic Development Specialist, ETCOG 3800 Stone Road Kilgore, Texas 75662. All applications will be available for Private Industry and Public review from October 11, 2021, through October 22, 2021, Monday through Friday, 8:00 a.m. – 12:00 p.m. and 1:00 p.m. - 4:00 p.m. at 3800 Stone Road Kilgore, Texas 75662.
Eligible grant applicants will be required to make a 5-minute presentation of their project to ETCOG’s Solid Waste Advisory Committee (SWAC). The SWAC will meet Thursday, October 26, 2021, to review and prioritize eligible grant applications. Eligible grant applicants will make their project presentations at this meeting.
The ETCOG Board of Directors will make final determinations. The prioritized list of grantees will then be presented to TCEQ. Barring no eligibility questions from TCEQ, grant funding for implementation projects selected for FY 2022 grant funds will begin when grant contracts are signed.
This grant funding is for establishing or expanding projects that would provide a direct and measurable effect on reducing the amount of waste going into Texas landfills by diverting various materials from the municipal solid waste stream for beneficial use or reducing waste generation at the source.
In accordance with the statutory provision, a project or service funded under this grant program must promote cooperation between public and private entities and may not be otherwise readily available or create a competitive advantage over a private industry that provides recycling or solid waste services.
