TxCDBG Funding Opportunity: 2027–2028 Community Development Fund
Eligible communities must submit applications by November 19, 2026.

Eligible East Texas communities may apply for up to $750,000 through the 2027–2028 Texas Community Development Block Grant (TxCDBG) Community Development Fund.
Administered by the Texas Department of Agriculture, the Community Development Fund supports projects that help communities provide decent housing, suitable living environments, and expanded economic opportunities—particularly for residents with low to moderate incomes.
The fund is the largest TxCDBG program category and is offered every two years through a competitive process across Texas’s 24 planning regions, including the East Texas Council of Governments region.
Eligible Applicants
The program is available to smaller, non-entitlement cities and counties that do not receive Community Development Block Grant funding directly from the U.S. Department of Housing and Urban Development.
Within the ETCOG region, most communities are eligible. Tyler, Marshall, and Longview are entitlement communities and receive CDBG funding directly from HUD, so they generally do not apply through this TxCDBG funding opportunity.
Projects Most Competitive in East Texas
Regional project priorities account for 25 percent of the total application score. Applicants that commit exclusively to a First Tier priority project receive the maximum available regional-priority points.
For the 2027 Community Development Fund cycle, ETCOG’s First Tier priorities are:
- Parking facility improvements
- Solid waste disposal improvements
- Flood drainage improvements
- Water and sewer improvements
- Street improvements
- Sidewalk improvements
While communities may propose projects in lower-priority categories, those applications receive fewer regional-priority points. In most planning regions, successful applicants typically pursue First Tier projects.
