Call for Applications for Regional Solid Waste Minimization Projects
$161,705.00 Estimated to be Available for FY 2026/2027 East Texas Projects
ETCOG's Solid Waste program is now accepting applications for its annual Municipal Solid Waste grant funds. Approximately $161,705 is estimated to be available from Texas Commission on Environmental Quality (TCEQ) funds for East Texas’s regional solid waste minimization efforts. Local governments and special districts may apply for funds by applying to ETCOG by September 29, 2025, no later than 4:00 PM. Applicants must be in the ETCOG 14-county service area, including Anderson, Camp, Cherokee, Gregg, Harrison, Henderson, Marion, Panola, Rains, Rusk, Smith, Upshur, Van Zandt, and Wood counties.
“Unique to this year’s Regional Solid Waste Grant opportunity, we are accepting applications for both FY 2026 and FY 2027 in a single call," said ETCOG's Economic Development Manager, Lisa Smith. “Priority funding will be given to tire and educational projects, though other project types will still be considered. We encourage all interested applicants to register for our required grant workshop on September 3, where we’ll cover important updates, new requirements, and tips for a successful application.”
Grant funding requests must support the goals and objectives of the ETCOG Regional Solid Waste Management Plan. The Plan provides guidelines for current and future solid waste management to local governments in the region. A copy of the updated plan can be found at www.etcog.org/solid-waste.
Entities eligible for funding under this program include cities, counties, public schools, school districts, and special districts created in accordance with state law with the authority and responsibility for water quality protection or municipal solid waste management, including river authorities.
Eligible project categories are 1) Local Enforcement, 2) Litter and Illegal Dumping Clean up and Community Collection Events, 3) Source Reduction & Recycling, 4) Local Solid Waste Management Plans, 5) Citizens' Collection Stations and "Small" Registered Transfer Stations, 6) Household Hazardous Waste Management, 7) Technical Studies, 8) Educational and Training Projects.

ETCOG will host the solid waste grant workshop on Wednesday, September 3, from 10:00 AM until 12:00 PM at its office in Kilgore, TX. The workshop is a requirement for all applicants.
