Invitation to Bid - Qualified Residential Construction Contractor
East Texas Council of Governments will receive bids for new construction of two (2) single-family dwellings until 2:30 PM on the 21st day of April 2011; at the ETCOG’s office on, 3800 Stone Road, Kilgore, Texas; at which time and place all will be publicly read aloud.
Bids are invited for the furnishing of material and labor for the construction of one single-family house in the City of Longview and City of Troup. The houses will consist of the construction of 3-bedroom dwellings on a slab foundation. No bid may be withdrawn after the scheduled closing time for receiving bids for at least 60 days.

The Owner of the property and the East Texas Council of Governments reserve the right to reject any or all bids and to waive any formalities in the bidding. Furthermore, the Owner and the ETCOG reserve the right to award a contract on selected bid items and/or alternatives on the work bid form at their discretion. Bidding procedures, bidder selection, and any subsequent bidder appeal will be conducted in accordance with the applicable local, state and federal procurement regulations and protest procedures in compliance with 24 CFR 85.36.
