Pass-Through Grant Program
ETCOG provides funding for eligible local and regional municipal solid waste management projects in support of the goals and objectives of the adopted Regional Solid Waste Management Plan.
Eligible recipients include cities; counties; public schools and school districts (excluding universities and other post-secondary educational institutions); general and special law districts created in accordance with state law, and with the authority and responsibility for water quality protection or municipal solid waste management, to include river authorities; and councils of governments. Private and non-profit companies and organizations are not eligible to receive grant funding. However, recipients of a grant may contract with private and non-profit entities to provide specific grant-funded services.
ETCOG’s Solid Waste Grants are funded on a 12 month contract term. Each year the contracts run from September 1 through August 31 of the following year. The time that ETCOG’s Request For Proposals (RFP) are sent out changes each year based on the timeframe that funding is received from TCEQ.
