ETCOG's Criminal Justice Program has been designated by the Office of the Governor, Criminal Justice Division (CJD) as the responsible entity for criminal justice planning in our 14-county region. Under this program, ETCOG staff provides services that facilitate the effective planning, implementation and assessment of regional criminal justice initiatives.
Solicitations/Funding Sources:
General Victims Assistance - Direct Services Program Solicitation (VOCA) -provides funding to support the delivery of services and assistance directly to victims of crime to help speed their recovery and to guide them through the criminal justice process.
Services may include the following:
- Responding to the emotional and physical needs of crime victims;
- Assisting victims in stabilizing their lives after a victimization;
- Assisting victims to understand and participate in the criminal justice system; and
- Providing victims with safety and security.
Federal Funding is authorized for these projects under the Victims of Crime Act of 1984 (VOCA) and under the Violence Against Women Act (VAWA) of 2005. For more information concerning VOCA please click here.
Violent Crimes Against Women Criminal Justice and Training Projects - assists in developing and strengthening effective law enforcement, prosecution and court strategies to combat family violence, sexual assault, dating violence and stalking crimes against women and to develop and strengthen victim services in such cases.

General Juvenile Justice and Delinquency Prevention Program - supports programs that prevent violence in and around schools and to improve the juvenile justice system and develop effective education, training, research, prevention, diversion, treatment, and rehabilitation programs in the area of juvenile delinquency.
Federal funding is authorized for these projects under the Juvenile Justice and Delinquency Prevention Act (JJDP) and the No Child Left Behind Act. For more information concerning JJDP please click here.
General Criminal Justice Program - reduces crime and improves the criminal justice system.
Federal funds are authorized under the Edward Byrne Memorial Justice Assistance Grant Program (JAG) (42 U.S.C. 3751 (a)). JAG funds are made available through a Congressional appropriation to the United States Department of Justice.
Criminal Justice Advisory Committee (CJAC)
ETCOG builds the schedule for the Criminal Justice Program on an annual basis. This schedule is built around grant submission deadlines established by CJD and dates when the ETCOG Executive Committee meets to consider the criminal justice grant prioritizations submitted by the CJAC. Being subject to these two factors, the schedule may be updated from time to time during the course of the year. Applicants are encouraged to contact ETCOG’s Criminal Justice Program staff to confirm important workshop, grant submission and CJAC meeting dates. All CJAC meetings are open to the public.
What is the role of the CJAC?
The CJAC is appointed by the ETCOG Executive Committee. The CJAC is composed of 20 members from throughout the region who represent a cross-section of groups or disciplines representing:
The CJAC provides guidance to ETCOG Criminal Justice staff on projects related to CJ in the region, they review and rank CJ grant proposals, and make funding recommendations to the ETCOG Executive Committee for formal approval.
